Specialists: HRH Prince Sultan bin Khalid Al-Faisal Al Saud (Captain, Royal Saudi Naval Forces, Retired) HRH Prince Sultan had a 20-year tenure with the Royal Saudi Naval Forces (RSNF). He commanded on numerous levels, participated in field operations in both combat and counter-terrorism companies, and was appointed to undertake various strategic, operational, and tactical initiatives to shape the role of naval special operations in Saudi Arabia. On a strategic level, HRH Prince Sultan served as advisor on multiple committees tasked to define the KSA Ministry of Defense’s possible contribution to national counter-terrorism efforts. As a result, he was appointed to develop and command a counter-terrorism special operations force, which included naval, marine, and air units. This role spanned the development of the task force structure and the definition of its operating mandate as well as commanding the taskforce. Concurrently, he and his team shaped the role of special operations within the RSNF’s participation in Combined Task Force-151, a multinational maritime task force undertaking anti-piracy efforts in the Gulf of Aden. As the need for counter-insurgency forces arose in 2007, he was appointed to build and command a counter-insurgency special operations task force (Task Force 88), which played a leading role in Operation Southern Shield during the 2009-2010 Houthi incursion into Saudi Arabian territory. In addition to his developing the RSNF’s counter-terrorism and counter-insurgency special operations programs, he was responsible for revamping the RSNF’s special operations training program as well as re-establishing the readiness evaluation criteria for deployment. HRH Prince Sultan’s efforts in building and modernizing the RSNF’s special forces culminated in being designated to lead the development the RSNF Special Forces Training Center. During this mandate, he led the end-to-end design of the Center, from its organizational structure to its facilities and curriculum. Shortly before retirement, HRH Prince Sultan was appointed Commandant of the Center, which received its first class in 2012. HRH Prince Sultan holds a Bachelor’s Degree in Computer Information Systems from King Fahd University of Petroleum and Minerals and a Master of Military Arts from the United States Marine Corps Command and Staff College with a thesis titled “The Development of Special Operations in Saudi Arabia.” He is also a graduate of the US Navy SEAL program (BUD/S) class 189, US Army Special Forces Qualification Course (Q Course) class 1-94, US Army Airborne School 1993, and the British Royal College of Defence Studies in 2009. In addition, HRH Prince Sultan trained with US Navy SEAL Team 8 for six months and is a qualified counter-terrorism instructor. He is currently President of Al Joshan Security Services. HRH Prince Sultan is a recipient of the Medal of Bravery and has been knighted Chevalier by the French L’ordre National de la Légion d’honneur. Dr. John Duke Anthony Dr. John Duke Anthony is the Founding President and Chief Executive Officer of the National Council on U.S.-Arab Relations. From 1975 to 1988, he directed the U.S. Department of Treasury Office of Saudi Arabian Affairs’ Pre-Departure Programs on Saudi Arabia for U.S. government personnel assigned to the Saudi Arabian-U.S. Joint Commission on Economic Cooperation and did the same for U.S. Department of Defense personnel assigned to the Saudi Arabian National Guard Modernization Program. On June 22, 2000, on his first official state visit to the United States, H.M. King Muhammad VI of Morocco knighted Dr. Anthony, bestowing upon him Morocco’s highest award for excellence. Dr. Anthony currently serves on U.S. Secretary of State John Kerry’s Advisory Committee on International Economic Policy and its Subcommittee on Sanctions. He is the only American to have been invited to each of the Gulf Cooperation Council’s Ministerial and Heads of State Summits since the GCC’s inception in 1981. |
